Street Outreach Specialist


Pay Range: $23.00 per hour

Work Schedule: Full-time. Shifts vary.

Must be able to work a flexible schedule with the possibility of some early morning, evening, and weekend work.


Overall Purpose of this Role:

Helping Hands is excited to add two new Street Outreach Specialists at our Bybee Lakes Hope Center in the Port of Portland.  This is a critical role that will offer boots on the ground outreach to offer resources to the houseless community by meeting them where they are at. 


This role will work in partnership with other organizations that are visiting the homeless.  They will engage with people to ultimately help them to the resources they may need.  This role will require building relationships with people who may not know they need you, therefore it will require patience and skills to build trust.

Key Accountabilities:

  • Identify and connect with the homeless community through direct outreach to tent and campsites
  • Create maps of campsites to ensure that underserved populations are receiving contact and resources
  • Determine readiness to enter the emergency shelter at Bybee Lakes Hope Center and make the referral
  • If needed, provide transportation to Bybee Lakes Hope Center
  • Conduct direct outreach activities to link individuals experiencing street homelessness with other services they may need
  • Facilitate referrals to agencies in and around the counties we serve
  • Provide resources for people that aren’t ready to commit to housing services and educate clients on principles of low-impact camping, healthy behaviors; etc.
  • Bridge community, cultural, educational, and other barriers to encourage self-care and participation in shelter and health services
  • Develop strategic relationships, attend resource fairs, and organize outreach events
  • Offer hygiene products and clothing as available (weather appropriate)

Other Duties –

  • Transport new participants and their belongings to Bybee Lakes Hope Center
  • Attend scheduled on-site Trauma Informed training
  • Cross train in other positions
  • Other duties as assigned


Physical Requirements:

  • Work is primarily performed outdoors in year-round weather; walking, squatting, lifting
  • Frequently operates a computer and other office productivity equipment, such as a scanner, printer, and mobile device


Education, Skills, Experience, and Training Required for the Position:

  • Basic knowledge of Microsoft programs and/or word processing and spreadsheet software
  • Must have solid computer skills and basic familiarity with office equipment (scanner/ printer)
  • High School Diploma or Equivalent
  • Excellent interpersonal, oral, and written communication skills
  • Preferred experience working with low-income populations, and/or drug and alcohol addiction
  • Reliable transportation, valid driver’s license, and insurance
  • Ability to work on mobile devices
